This represents approximately 94 percent of the approved budget and signals a strong commitment to protecting critical investments that advance the health and rights of women and girls across the country. This milestone underscores the importance of sustained, evidence driven advocacy and constructive engagement with government, which remains central to AHBNโ€™s work on family planning financing. Working alongside partners, AHBN has consistently AHBN has consistently advance budget tracking, budgetary allocation and timely releases both at national and subnational levels. As we celebrate this progress, AHBN reaffirms its commitment to strengthening accountability for womenโ€™s health financing in Nigeria. The scorecards were developed by the concluded Zero Dose Learning Hub (ZDLH) project to strengthen transparency, accountability, and evidence-based decision-making in immunization financing. The presentation, led by the CoP Co-Chair representing Civil Society Organizations (CSOs), Mallam Salisu Yusuf, took place on Monday, 9 February 2026, at the State Emergency Routine Immunization Coordination Centre. The event was attended by government officials and key partners supporting immunization efforts in the state. In his remarks, Prof. Ibrahim commended AHBN for the development of the 2025 Immunization Budget Scorecard, describing it as a valuable tool that will support the state in assessing performance and aligning implementation with policy priorities. โ€œOn behalf of the management, I sincerely thank you for developing this scorecard. We will continue to rely on it to assess ourselves and make necessary adjustments in alignment with the stateโ€™s policies. Thank you,โ€ the Director General stated. The presentation underscores the continued collaboration between government and accountability actors to strengthen immunization financing and improve outcomes for children across Kano State.

The AHBN delegation was led by its Coordinator, Dr. Aminu Magashi Garba, and the engagement focused on post-event reflections and strategic action points following the recently concluded 13th Annual Population Lecture Series (APLS13) organised by the National Population Commission (NPC). Anchored on the Collaborative Advocacy Action Plan (CAAP), discussions emphasised the urgent need to commence the transition of the National Population Commission to โ€œPart Cโ€ of the Appropriation Act to improve budgetary predictability and support the creation of dedicated population budget lines at the state level. As part of the discussions, AHBN also advanced advocacy for family planning (FP) financing in the 2026 budget, highlighting practical pathways to strengthen the Federal Governmentโ€™s financial commitment to FP through increased and more reliable budget allocations. The AHBN team at the visit included Amina Haladu and Sadiq Malami.

The AHBN delegation met with Dr. Ummulkulthum Bajoga, Family Planning Analyst, and Dr. Zubaida Abubakar, Gender/GBV Management Specialist, both of UNFPA Nigeria. 1. The meeting revealed that Nigeria is currently experiencing stock-outs of family planning commodities across all 36 states, with particularly severe shortages in the North-West region. These supply gaps pose a significant threat to the continuity of family planning service delivery nationwide. 2. Discussions to support advocacy for the Federal Government of Nigeria to fulfil its co-financing commitment for family planning for 2026. 3. The engagement underscored the urgent need for stronger strategic partnerships and sustained advocacy for resource mobilisation, involving the Federal Government, sub-national governments, and the private sector, to close financing and supply gaps. 4. AHBN also gained clearer insights into partner co-financing arrangements for family planning for 2025 and 2026, including donor allocations and releases into the National Family Planning Basket Fund. The meeting concluded with a shared understanding that persistent stock-outs across all levels of the supply chain will severely limit service providersโ€™ ability to deliver family planning services, threatening to reverse hard-won gains and undermining efforts to protect the health and rights of women, adolescents, and children in Nigeria. This strategic meeting provided the impetus for AHBN to finalize its motion tracker data collection, report, and validation meeting in April 2026 as well as generate a series of advocacy messages that will collaboratively support the AHBN and partners to address family planning challenges in Nigeria.

Muhammad Usman, alongside partners from the Planned Parenthood Federation of Nigeria (PPFN) and C-WINS, held a high-level collaborative advocacy meeting with the Chairman of the National Population Commission (NPC), Dr. Aminu Yusuf. The engagement focused on ring-fencing the Commissionโ€™s budget to strengthen its institutional impact and operational efficiency, with Dr. Okai Haruna representing PPFN and Dr. Mahmud Mustapha representing C-WINS. The AHBN team advanced discussions on transitioning NPC funding to the Statutory Transfers (Part C) of the Appropriation Act. The proposed reform aims to secure predictable and protected financing, enabling the Commission to effectively fulfil its constitutional mandate. Participants emphasised that the nearly two-decade absence of a national census has created significant data gaps, undermining evidence-based planning and accurate resource allocation across sectors. Ring-fencing NPCโ€™s funding under Part C would enhance financial stability, support the institutionalisation of a ten-year census cycle, and strengthen national and sub-national population data systems. The meeting also underscored the importance of reinforcing the Technical Working Group on population, particularly at the state level, and expanding civil society engagement within the Population Advisory Committee to deepen accountability. In his remarks, Dr. Aminu Yusuf welcomed the engagement and expressed appreciation for the reform proposal. He assured the delegation of NPCโ€™s cooperation in advancing discussions necessary to secure the legislative and policy actions required to institutionalise the transition, noting that sustained collaboration would be key to improving population governance and strengthening womenโ€™s health outcomes in Nigeria.

The sideline discussion provided an opportunity for AHBN to reaffirm its commitment to strengthening collaboration with key government actors in advancing sustainable health financing and accountability across Nigeria and Africa. Conversations also emphasized the need for stronger investments and coordinated action to advance womenโ€™s health outcomes, maternal, newborn and child health (MNCH), as well as the role of strategic partnerships in driving reforms. The discussion further highlighted AHBNโ€™s Collaborative Advocacy Action Plan (CAAP) as a key framework for mobilizing civil society, policymakers, and partners to champion evidence-based advocacy, improve budget implementation, and strengthen accountability in priority health programmes. AHBN continues to position itself as a leading civil society voice promoting transparent, accountable, and evidence-driven health financing.
