The opening bid in US-Iran talks did not yield a deal. But it was unrealistic to expect one in just hours of talks when the two sides' positions were so far apart. Neither side budged from these positions which again was not surprising. But the diplomatic option remains open

The US delegation arrived only on the 11th in a rush. After landing, Vance is said to have taken a four-hour rest to recover from jet lag. By the time he reached the negotiating room, the Iranian team had already outlined the main points for the opening round of discussions. Sources claim the US had not even finalized the agenda with the Pakistani side beforehand and was instead working off a framework put forward by Iran. This last-minute approach sits uneasily alongside the fact that the US delegation numbered around 300 people. The US side reportedly brought only a few pages of broad, principle-based proposals, while the Iranian delegation arrived with extensive documentation and draft agreements. Their materials included over 120 pages of technical specifications on nuclear facility safety alone, suggesting a far higher level of preparation and a clearer commitment to producing concrete outcomes.

I'm making an educated guess here, but given that face-to-face talks took place, I think Iran gained access to some of its international reserves. That had been a precondition for direct talks since the Biden years. However, the Trump administration could have met this condition without actually "releasing" new funds and this could explain U.S. denials. For example, the funds held in CBI accounts in Qatar were not technically blocked. They were part of a dedicated mechanism created as part of the 2023 prisoner swap. After October 7, fearing political blowback, the Biden administration simply asked the Qataris not to process Iranian requests to use the funds to pay for humanitarian imports. The Trump administration may have reversed that decision, allowing CBI to conduct a simple "test" transaction, such as the movement of funds from the Qatari accounts to a CBI account in another jurisdiction. The main task of the negotiators is to find technical solutions to political problems. There are a lot of ways for the U.S. and Iranian delegations to square the circles when it comes to sequencing economic benefits and sanctions relief.
