Community organizations are invited to apply for the Safer Portland Grant to help prevent violence, especially gun violence, in Portland. A total of $1,000,000 is expected to be available: $600,000 in large dollar grants and $400,000 in small dollar grants. Organizations can apply for up to $100,000 in the large grant category or up to $50,000 in the small grant category. Each grant may vary based on the scope of work submitted and number of community members served. No award shall exceed $100,000. Grant dollars will support programs and activities that provide wraparound services, promote violence prevention through positive social activities, and build workforce development and life skills. Telecommunicators are the link between the community and fire, medical, mental health and law enforcement agencies. 9-1-1 telecommunicators often provide life-saving instructions over the phone and give first responders the critical information they need before they arrive on the scene. The work of a 9-1-1 telecommunicator happens behind the scenes and out of the spotlight. National Public Safety Telecommunicators Week, from April 12 to 18, is an opportunity for these caring and talented call takers to be recognized for their dedication and professionalism. "Thank you to our call takers and dispatchers who have stood together through challenging times in serving our community with professionalism and compassion. Portland is home to many beloved longstanding local businesses that make up the city's character-defining history and neighborhood charm. They are also key to the city’s economic strength and resilience. These businesses support tens of thousands of jobs and contribute billions of dollars to the city’s economy. Yet, Portland is losing longstanding business—also known as legacy businesses—at a devastating pace in the wake of the COVID pandemic. Threats include rising commercial rents, increased operating costs, thin margins in key business sectors, challenges with succession planning, and inequities in access to capital. The Legacy Business Preservation Study makes a case for establishing a new Legacy Business Preservation Program that would honor and support these vital cultural institutions. The Fair Housing Act, enacted on April 11, 1968, was adopted to prohibit discriminatory housing practices, undo racial segregation patterns, and provide equal access to housing opportunity for all. In Portland, the combined Federal, State, and local civil rights laws protect people from housing discrimination based on race, color, national origin, religion, gender, familial status, disability, marital status, sexual orientation, source of income, military status, gender identity, ethnicity, or history of domestic violence, stalking, or sexual assault. The City of Portland not only continues to invest in affordable housing for impacted communities, and to push for fair housing enforcement, education and testing, but commits to strategies that prevent unfair displacement. "We need to make sure that there are real pathways into housing for people who have been pushed out, because temporary solutions, they are not enough… We have to listen to people with lived expertise in shaping our policy, that is critical as we move forward, because the people closest to the problem are the ones closest to the solution," said Councilor Avalos at the Fair Housing Month proclamation event. Handling about 600,000 calls each year, Portland 9-1-1 has earned elite recognition as an Accredited Center of Excellence (ACE) in emergency medical dispatch. This places the Portland Bureau of Emergency Communications (BOEC) among the top 10% of 911 agencies, reflecting a commitment to high-quality, lifesaving care from the moment a call is answered. "This accreditation is a testament to the hard work and dedication of our team – from the frontline call takers and dispatchers to the supportive efforts of the quality assurance, training, and leadership teams," said BOEC Interim Director Steve Mawdsley. To be an ACE agency, BOEC had to meet 20 points of accreditation and undergo a rigorous process of aligning its operations with industry best practices, including implementing advanced medical protocols to ensure a consistent standard of care for every caller and patient. To maintain the designation, BOEC must report its performance quarterly and maintain the accredited performance level. Overdoses claimed 640 lives in Multnomah County last year; most involved fentanyl. For comparison, overdoses killed roughly 3 times more people than Alzheimer's, 4 times more than suicide, and 16 times more than traffic crashes. CHAT's mission is to bring that number down. CHAT stands for Community Health Assess and Treat. They're a specialized team created by Portland Fire & Rescue to focus on overdose calls. CHAT also responds to other medical calls that don't need a fire engine and crew. As part of a novel approach to overdose response, CHAT has also pioneered a groundbreaking program known as MOUD (Medication for Opioid Use Disorder). MOUD (pronounced "mood") has two goals. First, save lives by responding to drug overdoses. Second, help those users who they just revived by offering them support to quit — if that's what they want to do.
