Yesterday, I signed into law the 2026 Appropriation Bill of ₦1.016 trillion, a budget we have aptly titled the “Budget of Acceleration and New Possibilities.”
The budget reflects our unwavering commitment to building a prosperous Abia, a state where opportunities abound and infrastructure works for the people. It is a bold, forward-looking financial plan that prioritises capital investments in healthcare, education, infrastructure, and economic empowerment.
I want to sincerely thank the Speaker, Rt. Hon. Emmanuel Emeruwa, and the entire Abia State House of Assembly for their diligence and speed in passing this bill. Your attention to detail, rigorous scrutiny, and collaborative spirit exemplify the kind of democracy we are building in Abia.
To my incredible team, thank you for the sleepless nights and tireless effort that went into crafting this document. The numbers we presented remain intact, and the capital-to-recurrent ratio holds firm, underscoring our focus on sustainable development.

The 5% fuel surcharge introduced under the Harmonised Tax Act is, in my view, a necessary step by the government to generate revenue for critical infrastructure and reduce Nigeria’s over-reliance on oil. The estimates show it could bring in around ₦796 billion annually from petrol alone funds that, if properly managed, can improve roads, public transport, and other essential services. From my perspective, this is a government taking responsibility for sustainable development rather than leaving progress to chance.
At the same time, I believe the concerns of ordinary Nigerians are real and cannot be ignored. Transporters, small business owners, and low-income families will feel the pinch of higher costs, and this impact must be acknowledged. A government that aims to be effective must balance revenue goals with the realities citizens face.
My view is that both sides have roles to play. The government should implement measures to cushion the vulnerable, ensure transparency in how the funds are used, and communicate clearly why this is necessary. Citizens, on their part, should engage responsibly, support efficient energy use, and hold the government accountable without resorting to empty blame.
If we approach this with understanding on both sides, this policy can succeed in funding development while minimizing unnecessary hardship a balance that reflects what Nigeria truly needs.

Release: “Obsolete Meters”: Violation of Consumers Rights Will Have Stiff Consequences
Pursuant to Sections 17(j), (l) (s), 116 (2), 124, 125, 138 and 155 of the Federal
Competition and Consumer Protection Act (FCCPA) 2018
Wednesday, November 13, 2024: The Federal Competition and Consumer Protection Commission (FCCPC) notes with concern recent rumours that its directive to Ikeja and Eko electricity distribution companies (IKEDC and EKEDC) to immediately cease all activities related to the planned replacement of Unistar meters may be flouted. The directive remains in full force, and any attempt by these DisCos to proceed in contravention of it will attract severe consequences.
Contrary to recent rumours, the approval of new meter prices by the Nigerian Electricity Regulatory Commission (NERC) has no connection with the proposed replacement of Unistar meters by IKEDC and EKEDC. The planned replacement has been invalidated by both the FCCPC and NERC, and there is no indication that the affected DisCos have breached our directives.
It is essential to clarify that Ikeja and Eko DisCos cannot proceed with the withdrawal or replacement of the Unistar meters unless they fully comply with NERC’s Order on Structured Replacement of Faulty and Obsolete End-user Customer Meters in the Nigerian Electricity Supply Industry (Order No. NERC/246/2021).
The order mandates that meter replacements must be prompt, without disrupting service and at no cost to the consumer; and ensuring that consumers are not subjected to estimated billing due to delayed installations.
The FCCPC's position remains clear: non-compliance with these directives by Ikeja and Eko DisCos will not be tolerated. Any breach of this directive will attract stiff penalties in line with the provisions of existing consumer protection laws.
Consumers are advised to contact the FCCPC on the Commission’s line, 08119877785, dedicated to electricity issues, should they encounter any attempts by Ikeja or Eko DisCos to disobey this directive.
The FCCPC remains unwavering in its commitment to safeguarding the rights of Nigerian consumers against unfair practices by service providers.

NERC BEGINS TRANSFER OF REGULATORY AUTHORITY TO
STATES:
The Nigerian Electricity Regulatory Commission (NERC) has announced that it was shutting down its forum offices in some states in Nigeria and handing over their operations to the respective electricity commissions of the affected states.
The commission noted that it had officially transferred regulatory authority to Enugu, Ekiti, Kogi, Edo, Ondo, Imo and Oyo states, in accordance with the new Electricity Act 2023.
As a result, the newly established State Electricity Regulatory Commissions (SERCs) in those states, will now oversee all aspects of electricity regulation.
Consequently, NERC said it closed its forum offices in Enugu and Ekiti states on October 22, while its Imo office will be shut down on December 31.
Its Oyo office will close on February 5, 2025; Edo on February 20, while Kogi office will be shut by March 12 next year.
"Customers in these states are encouraged to direct any electricity-related complaints to their respective SERCs moving forward.
NERC extends its best wishes to the new SERCs as they embark on the important task of establishing effective regulation in their states," the official statement read.
