@HeatherJarret17 Each State's constitution describes how Administrative Law is executed there and it is not uncommon for some States to restrict rulemaking authority for agencies. Great Question!

Oregon has been removing rule language with harmful meanings or histories, i.e. rather than “inmate” they use “incarcerated individual” and rather than using “homeless” as a adjective for the person, use “individual whose living circumstances meet the definition of homeless.”

Hot off the press! Louisiana has a new Style Manual for rule writers. It is conveniently sized (fold-over) as a desk copy. This information is still contained within our larger handbook along with a current APA copy, submittal guidelines, and general information from rule review!
