The infrastructure already exists. WhiteBIT (Ukr-founded, largest CrEx in EU by traffic) runs a CaaS model - and already integrated with MisyonBank (Turkey's first neobank): BTC, ETH, USDC, .. directly in-app. The monobank playbook is written. It just needs a legal green light.

NBU Governor Pyshnyy (Aug 2025): "Virtual assets cannot be a means of payment." Hetmantsev: bill passed first reading Sep 2025, 23% tax proposed, second reading planned Mar 2026. Fedorov: missed ~UAH 15B in taxes over 2021–2024 by staying in the shadows.

monobank co-founder Horokhovskyi (Dec2024): ready to revive crypto in 2025 pending NBU approval. The tech is done - WhiteBIT integration was completed in 2021 and blocked by regulators. Co-founder Rohalskyi (Feb2026): doesn't rule it out but skeptical about speed of legalization.

Ukraine ranks 6th globally in crypto adoption (Chainalysis 2024). $106B in crypto flows in 12 months. Yet banks can't legally offer crypto custody. The Law on Virtual Assets (2022) is signed but not in force - blocked by missing Tax Code amendments.

Revolut didn't launch a crypto app. They put a "Buy Bitcoin" button next to "Send Money." Same KYC. Same interface. Zero extra friction. The "Spare Change" round-up feature turned everyday card spending into crypto exposure. Activation without intention.

Is crypto profitable for a neobank? Revolut's wealth division (crypto + commodities + savings) grew 298% YoY in 2024 → £506M revenue. The model: trading spread (1.5–2.5%) + staking yield share + subscription upsell. Crypto is a retention engine, not just a revenue line.

Private keys? Users never see them. Revolut uses Fireblocks - institutional cold storage with MPC wallet tech and asset insurance. £38B+ under custody in 2024. Revolut X (advanced trading) goes further: 1:1 custody, assets never lent or rehypothecated.

Revolut doesn't move crypto on-chain when users transfer between each other. It uses an internal ledger - debiting one balance, crediting another. No gas. No confirmation time. Instant and free. On-chain only happens on external withdrawal. This is the core of the model.
