Good evening everyone, On behalf of AICEIA, I had the opportunity to visit Delhi along with the office bearers of the Superintendents’ Association. We met the Hon’ble Chairman, Member (Administration), Principal ADG (DGHRD), Joint Secretary (Admin) and other senior officers, and discussed several important issues concerning the Inspectors’ Cadre. A brief summary is as follows: 1. Cadre Restructuring (CR): The restructuring process is presently on hold due to the recent change of our Revenue Secretary, Chairman, and Member (Admin). However, I strongly emphasised the need to increase the number of DC posts proposed in the CR and to continue direct recruitment in the Inspector grade. The authorities were largely in agreement with our submissions, and DGHRD is likely to convene a meeting shortly. 2. Inter-Commissionerate Transfer (ICT): I requested that repatriation across all grades be stopped and bring OTR for them as considering that many officers and their families are already well-settled, and in some cases the incumbents have even retired. I also urged the authorities to open ICT on spouse and compassionate grounds, keeping humanitarian considerations in view. 3. DPC – Vadodara Zone: I requested the immediate conduct of the DPC for promotion from Inspector to Superintendent, as more than 200 Superintendent posts are lying vacant in the Vadodara Zone. 4. AGT Policy: Regarding the revised AGT Policy, AD-III has sought comments from all CCAs, and most have already responded. The policy is expected to be issued very soon. 5. 4800 Grade Pay Case: Our case was listed on 08.12.2025, during which our advocate submitted the rejoinder. The matter is progressing positively and has now been listed for 03 March 2026. We remain hopeful for a favourable order at the earliest. Warm regards, Santosh Kumar Secretary General, AICEIA

Briefing of our Delhi visit on 16th & 17th April- President Shri Naveen, SG Shri Santosh Kr, With Alok Shukla and Indrajeet Kumar Singh visited Delhi on 16th & 17th April. We met Sri Amand Shah, Pr.DG, DGHRD. He is very positive and said that they are eagerly waiting for CAT order in Bhaktiyani case . There are nearly 630 vacancy for the year 2024 and almost 650 for year 2025. They have everything even tabulation has also been done. Further we met Shri Alok Jha ADG, DGHRD. He also reiterated the same. Further on 17th, there was OCM with all the 10 recognised Associations of the department. There were Member Admin, Pr.DG, ADG, Commissioner Coordination, JS admin. Multiple issues has been discussed like AGT Policy, All India Seniority, Pay piraty, Common portal for loan/deputation, Cadre Restructuring etc. Minutes of the meeting will be circulated later. However key highlights are given below:- AGT Policy will be issued shortly. Common Portal will de designed for loan/deputation for all the Cadres. 4800 GP issue is sub judice NACIN syllabus is updated Letter will be issued to all CCAs to strict following of Timely conduct of DPC. Lucknow issue also discussed, they will issue the letter shortly. All india Seniority is covered in CR. They are waiting for permanent Revenue Secretary for finalization of CR. Further we met our Advocate Shri Bimal Kumar Berera who is fighting our Case of 4800 at principal bench delhi. He stated that our PT has been allowed and matter will be put for hearing shortly. A meeting was held with Member (Admin) to discuss and address key administrative matters. The following points were taken up during the discussion: 1. Seniority List of Kolkata: Progress on the preparation and finalisation of the Kolkata seniority list was reviewed, with directions to expedite the process. 2. Finalisation of Task Force Report for Lucknow Zone: The timeline for finalising the Task Force report for the Lucknow Zone was discussed, emphasizing its prompt completion. 3. Monthly Appointments for Inspector Association: The provision of two monthly appointments for the Inspector Association to address their issues was agreed upon. 4. CR Issue Discussion Appointment: A dedicated appointment to resolve CR (Cadre Restructuring) issues was considered necessary and approved. 5. One-Time Relaxation for ICT: The feasibility of a one-time relaxation for Inter-Commissionerate Transfers (ICT) was discussed, with a view to addressing staff grievances. 6. Pending DPCs in Various Zones: The delay in Departmental Promotion Committees (DPCs) across zones was highlighted, and measures to expedite them were deliberated. 7. Superintendent to AC Promotion: Promotions from Superintendent to Assistant Commissioner were reviewed, with instructions to prioritize pending cases. 8. OCM (Office Council Meeting): The importance of regular Office Council Meetings to address organizational issues effectively was emphasized. 9. AGT (Annual General Transfer) Issue: Concerns related to the Annual General Transfer process were raised, and steps to streamline the process were discussed. The Member (Admin) assured prompt action on all the issues discussed to ensure efficient administrative functioning and staff welfare.

Good Morning Everyone, Shukla Ji, Chandan Ji (from Kolkata), and I visited the Board on the 22nd and 23rd of October 2024. We met with the Chairman, the Member (Admin), the Joint Secretary (Admin), the Director General of DGHRD, the Principal ADG of DGHRD, the Deputy and Under Secretaries of AD IV & III, along with other officials. We discussed the following issues: Cadre Restructuring: The Cadre Restructuring (CR) file was sent to the Expenditure Department, but it was returned to DGHRD due to a long list of objections. DPC for Lucknow Zone: The task committee is expected to submit its report by the first week of November, with hopes that the DPC process will be completed by December 2024. Promotion to the Grade of AC: This is currently stalled due to a contempt case pending in the CAT, Bombay. The Member (Admin) will visit Mumbai in the first week of November 2024 to follow up with the department’s actions, and I am hopeful for a positive outcome. Miscellaneous Issues: Other topics discussed included a one-time relaxation for those ICT officers transferred between 2016 and 2018, the 4800 Grade Pay issue, uniform transfer-posting guidelines for all zones, the DPC module, and various other miscellaneous issues. अंग्रेज चले गये लेकिन यहाँ कई लार्ड लिटन एवं कर्ज़न छोड़ गये । @narendramodi जी के अथाह प्रयासों एवं अपने को प्रधान सेवक कहने के बावजूद ये अंग्रेज़ी लाटसाहब ये मानने को तैयार नहीं है कि भारत एक लोकतंत्र है और ये मात्र एक सरकारी नौकर । इसलिए आये दिन ये ऊधम मचाते दिख जाते है कि UPSC के अंग्रेज़ी अफ़सरों के गैंग को भारतीय एसएससी के कुचले हुए ग्रुप बी अधिकारी सलाम ठोकें। तब इनके अहम को ठंडक मिलती है । ये नागरिक का करोड़ों रुपैया से ग्रुप बी को जबरियाँ खाकी पहनाने का उद्देश्य पारदर्शी जीएसटी प्रलाणी नहीं है अपितु इनके अंदर से चीत्कार करता अंग्रेज है जो नागरिक और अधीनस्थ अधिकारियों को कीड़े मकौड़ों से ज़्यादा कुछ नहीं समझता । ऐसे लोगो के हाथों देश का बँटाधार तय है क्योंकि इनको ईमानदार कर प्रबंधन से लेना देना ही नहीं है । ये तो एक पूरा लॉबी बना के विभाग का बूँद बूँद तक चूसने को तंत्र बना चुके है । एक तरफ़ जहां राज्य जीएसटी में जॉइंट कमिश्नर तक रजिस्ट्रेशन जारी कर रहा है ये ढेर सारे फैंसी कमिश्नर बिना कार्य के संसाधनों की लूट , भ्रष्टाचार को संरक्षित कर केवल अहम संतुष्टि में ही विभाग का बेड़ा गर्क किए दे रहे हैं । अगर देश के नागरिक इस संचार युग में भी इन अंग्रेज मानसिकता के ख़िलाफ़ ना जागे तो कितने भी सरकार बदल लेंगे , नागरिकों का शोषण और अपमान तय है । सबसे ले लो गार्ड ऑफ़ ऑनर नियम क़ानून की क्या ज़रूरत है उससे तो आप ऊपर हो ही । नियम क़ानून कंडक्ट रूल्स तो कमज़ोर अधिकारियों और नागरिक को कुचलने के लिए है । आपके पास तो अपना @dgovcbic है । कुछ नहीं होगा सदस्य @cbic_india जाइए डरा धमका के गार्ड ऑफ़ ऑनर लीजिए , आप मलिक है बस अपने प्रधानमंत्री जी @narendramodi सेवक है । @FinMinIndia @nsitharaman @nsitharaman @AmitShah @RahulGandhi @cgstvadodara1 @CGSTDAMAN @CgstSurat @RahulGandhi @fpjindia @VivekGa54515036 @khurpenchh @ZeeNews @DainikBhaskar

@cbic_india Press Note: Central Executive Committee (CEC) Meeting of All India Central Excise Inspectors’ Association (AICEIA) held at Chennai on 20th & 21st September 2024 with participation of 16 Circle/Branches of the Association from across the country. Comrade Sh. Sanjay Kumar, Secretary General of AIASCT, Comrade Sh. M. Loganathan, President of AIACTGEO, Comrade Sh. Prince Kumar, Working President of AIASCT were also participated as guests. 1. Formation of a single Association i.e. “CGST Group B Officers Association” including both the Group B Cadres (Inspectors & Superintendents) of the department. The theme will be “One Association, One Recognition”. Till the formation of that new association, it has been decided to activate the Federation that was constituted in 2018 in Patna by including Inspectors, Superintendents and Promotees IRS Officers. Comrade Sh. Sanjay Kumar, Secretary General of AIASCT, Comrade Sh. M. Loganathan, President of AIACTGEO, Comrade Sh. Prince Kumar, Working President of AIASCT strongly advocated for formation of single association or Federation of Inspectors borne cadre. 2. Publication of monthly Magazine/Newsletter though electronic platform. 3. Remove the regional disparity among the cadre. 4. Implement Base Cadre Seniority and All India Seniority immediately. 5. Participation in Cadre Re-structuring committee for submission of our concern before Finalization of CR. 6. Letter to be submitted to the Board for providing adequate working space and infrastructure in respect of all the cadres. 7. Raise the issue to conduct incentive examination at multiple level during the career of the officers. 8. To increase the Wellness Centre and empanel maximum hospitals for wide coverage of health issues. Also write to the Ministry/Board regarding non-cooperation of some of the empanelled private hospitals. 9. To pursue the matter of ICT issue for early issuance of direction from board. 10. To fight the legal battle for pay parity. 11. To write for uniform transfer policy norms and issuance of AGT in timely manner. Also grant TA-TTA on normal transfer even if it is done by representation called by the department. 12. To constitute a new circle of AICEIA i.e. AICEIA Saurashtra Circle by confederating two present branches i.e. Rajkot-Bhavnagar branch and Kutch branch. 13. DPC Calander as issued by the DoPT should be followed by every CCA and whenever DPC for the grade of Superintendents were delayed by the CCA there all consequential benefit should be granted to the incumbents without any delay.
