Your Excellency @KagutaMuseveni, Rt. Hon. Speaker @AnitahAmong, Rt. Hon. Deputy Speaker @Thomas_Tayebwa, I will be blunt, but respectful. We urgently need your intervention and leadership to address the worsening road safety situation in this country. Road crashes are predictable, and because they are predictable, they are preventable—just like any other public health threat. What kills is not the crash itself, but the injuries that follow. These injuries are a direct consequence of unsafe roads, poor enforcement, and systemic failures that have been allowed to persist. The top leadership at the Ministry has, for years, prioritized personal enrichment over the construction and maintenance of safe roads. Their decisions go unquestioned by Parliament, the Auditor General @OAG_Uganda, or @mofpedU. Each time a major crash occurs, there is public noise by many leaders in this country including three of you for a few days, then everything is forgotten until the next tragedy. At the centre of this cycle is entrenched, systemic, and syndicated corruption. I attempted to question expenditure within the department in 2019. No one listened. Instead, eight months later, a Commissioner attempted to usurp the powers of the Public Service Commission—and none of his seniors intervened to advise him that he has no power to dismiss me from the department. My original question was simple: why should we spend UGX 100 billion on Motor Vehicle Registration instead of investing that money in road crash prevention? @URAuganda was already doing a good job with motor vehicle registration. The reasoning was simple, since URA was already doing some work, most of the funds could easily be swindled. Road crash prevention is public health issue. It is no different from investing in HIV/AIDS or malaria prevention. The departments with the Ministry do not coordinate on road safety management. Their motivation is not what can be achieved collectively, but how much can be embezzled if they avoid working together. A network of officers across @mofpedU, @MoWT_Uganda, @Parliament_Ug, and @OAG_Uganda continues to benefit from this unchecked loss of lives. If this recent crash was caused by dust due to construction works, then it is a failure of contract management. Contractors are required to ensure dust suppression on all roads under construction. When they fail, it is because someone has been compromised. One of the most critical responsibilities in road safety management is to coordinate all stakeholders—government MDAs, the private sector, and civil society—on road safety. I understand the perception some may have of me for raising these issues publicly. But I have been left with no choice. I reported my situation internally and to @IGGUganda, @UHRC_UGANDA, the responsible Permanent Secretary (Ministry of Public Service), and @CID1_UG of @PoliceUg. Nothing has been done. As the top leadership of this country, you have the authority and responsibility to act and drastically reduce road traffic crashes. I say this with the respect your offices deserve. I HAVE BEEN DENIED A PROMOTION AND LABELED A REBELLIOUS CIVIL SERVANT AND RENDERED REDUNDANT BECAUSE OF MY PROFESSIONAL OPINION ON ROAD SAFETY MANAGEMENT.

Not when many Commissioners openly refer to public funds as “their money” during budgeting and expenditure, as though they are doing Ugandans a favour. Recent structural and administrative changes have only emboldened this attitude. Some now go as far as defying lawful instructions from Permanent Secretaries—yet Permanent Secretaries are their immediate supervisors. I am aware of cases where directives from the Head of Public Service (@LNakyobe), the PSST (@mofpedU @rggoobi), and even line Ministers have been ignored by the Commissioner, sorry meant Commissioners.
