Normally inter - state river disputes would be over utilisation of untapped surplus waters. Whereas the dispute over Cauvery is over re- sharing of water that is already being fully utilised.
It involves complex issues and intense study . Both governments must initiate discussions and debates keeping politics aside.

@ButcherIslands Historical accords are records on the basis of which future agreements are dealt with. Convention has no role. Records do. And those records are to be referenced historically. That’s why i say read up. Being a d garbage stock is not a matter or pride.

@sansbarrier History means what happened in the past. Convention means an accepted practice followed continuously over time. In the Cauvery issue, convention matters more because it reflects established water-sharing norms and guidelines.

Abolish the 'Creamy Layer' Criterion for OBCs!
This case pertains to the 'Creamy Layer' criterion applicable to OBCs in Karnataka. It is *not* a case concerning reservation for SC/ST communities.
The Judge's question—"Should the children of IAS officers continue to receive reservation benefits?"—is both inappropriate and factually incorrect. This is because, under the current 'Creamy Layer' guidelines, the child of *any* IAS officer belonging to the OBC category is ineligible to receive reservation benefits.
In the specific case at hand, the petitioner's parents are neither IAS officers nor holders of high-ranking administrative positions; rather, they are 'Group C' employees working as primary school teachers. By obscuring this fact and raising the question of whether children of IAS officers should receive reservation, the Judge has merely exposed his own inherent prejudice against OBC reservation.
The 'Creamy Layer' criterion was originally introduced in the *Indra Sawhney* judgment, which adjudicated the recommendations of the Mandal Commission.
Over the past three decades, we have failed to adequately articulate the extensive harm inflicted upon the OBC community due to the imposition of this 'Creamy Layer' criterion.
Following the introduction of the EWS (Economically Weaker Sections) reservation, we must now forcefully assert that the 'Creamy Layer' criterion is no longer applicable to OBCs and spearhead a struggle to dismantle this unjust restriction.
It has now become evident how even those judges—who have earned a reputation for being impartial—tend to speak when the subject turns to reservation. Given this reality, is it still possible to secure a remedy for this issue by continuing the legal battle within the Supreme Court?

Yesterday, the Supreme Court raised the question that if both parents are IAS officers, their children should not get the benefit of reservation. Those who come through reservation come by giving both the exam and the interview, and often the difference is only a matter of a few marks. But how are these judges selected? There is no open exam or interview for them, and they are seated merely on the basis of caste and nepotism.
It is laughable that non-merit people are determining the merit of merit holders.
