Chaired the 3rd Board Meeting of the Assam Innovation and Startup Foundation (AISF) to review institutional progress and approve key strategic initiatives aimed at strengthening Assam’s startup and innovation ecosystem. Approved the operational model of the India AI Centre of Excellence–Assam (AI-CoE Assam), being established under the IndiaAI Mission with an approved outlay of ₹40 crore over four years under a 90:10 funding pattern. The Centre is envisaged as a strategic platform for accelerating AI-driven innovation, strengthening public service delivery, nurturing technical talent and positioning Assam as a key contributor to India’s AI ecosystem. Noted that the induction of eminent leaders from the startup, venture capital and incubation ecosystem, including Mr. Amit Singal, Founder & CEO, Indicorn Angels & Fluid Ventures; Mr. Prasad Menon, President, ISBA; and Mr. Rajan Bajaj, Founder & MD, Slice, during the formative phase of AISF and the India AI Centre of Excellence–Assam, would provide strategic direction and strengthen Assam’s innovation ecosystem in line with the vision of Hon’ble Chief Minister Dr Himanta Biswa Sarma to position the State as a major hub for innovation, entrepreneurship and AI-led growth. Reviewed key developments undertaken by AISF in recent months, including startup incubation programmes, investor engagement initiatives, strategic ecosystem partnerships and implementation support activities under the Assam Startup and Innovation Policy. AISF informed the Board that 489 startups have been registered under the ecosystem so far, generating 714 direct and indirect jobs, alongside the establishment of 22 active ecosystem partnerships. Also reviewed progress of the Assam Startup Incubation Programme being implemented in collaboration with IIT Guwahati Technology Innovation Centre (IITG-TIC), including incubation infrastructure development and entrepreneurship support initiatives across educational institutions in the State. @CMOfficeAssam @himantabiswa

On the directives of HCM Dr @himantabiswa, @CSAssam_ today chaired a meeting with a @WorldBankSAsia delegation led by Mr. Johannes Zutt, Regional VP, to review ongoing projects in Assam and discuss future collaboration aligned with the State’s development priorities. Key discussions focused on projects related to: ✅Transport and connectivity ✅Healthcare and education ✅River basin management ✅Governance reforms and digital service delivery ✅Resilient infrastructure development Discussions were also held on strengthening PPP frameworks and long term infrastructure asset management. The World Bank delegation appreciated the pace of implementation of major projects in Assam and reaffirmed its continued support to the State’s growth journey.

HCM Dr. @himantabiswa today reviewed the price monitoring mechanism for essential commodities in the State and directed officials to take strict steps to ensure market stability and prevent any abnormal price rise. HCM directed: ✅ DC-led District Monitoring Committees to convene within the next 3–4 days ✅ Mandatory display of retail and wholesale prices at all shops and wholesale outlets ✅ Strict action, including cancellation of trade licences, against abnormal pricing ✅ Weekly review meetings between DCs, chambers and trade bodies ✅ Intensive field-level monitoring to detect and prevent unusual price escalation ✅ Expeditious Aadhaar seeding of PM Ujjwala beneficiaries to eliminate duplicity in LPG cylinder distribution

Under the leadership of HCM Dr. @himantabiswa, Assam's major bridge projects are progressing rapidly to establish seamless, all-weather connectivity across the state. ​The ongoing construction of the Subansiri and Luit Bridges (Majuli-Lakhimpur), the Pagladiya Bridge (Baksa) and the Ghunasuti Bridge (Lakhimpur) is set to redefine the state's transport landscape. ​Once finished, these important links will cut down travel time, bring people closer and create new opportunities for business, trade and regional growth.

As counting of votes concludes today, chaired a preparatory meeting with the DGP, Assam to review advance arrangements for the swearing-in ceremony of the new Council of Ministers, 2026. Held detailed discussions on seamless inter-departmental coordination, strict adherence to established protocols, and efficient execution of all ceremonial and logistical arrangements. Department-wise responsibilities have been clearly delineated, covering programme scheduling, oath formalities, venue preparedness, security, invitations, transportation, media coordination, and hospitality. Emphasised precision, timeliness, and contingency preparedness to ensure the smooth and dignified conduct of the ceremony. Issued directions for effective implementation of the Solid Waste Management Rules, 2026 across Assam, in compliance with the orders of the Hon’ble Supreme Court and provisions of the Environment (Protection) Act, 1986. District Commissioners authorized to conduct infrastructure audits and undertake quarterly performance reviews of Urban and Rural Local Bodies. Co-District Commissioners also empowered to undertake inspections and ensure urban-rural convergence of waste management infrastructure. All Urban and Rural Local Bodies to ensure 100% compliance with SWM Rules, including mandatory 4-stream segregation (wet, dry, sanitary and special care waste) and time-bound remediation of legacy waste. Local Bodies to notify outer timelines for achieving full compliance within 60 days and prepare time-bound action plans for legacy waste remediation. Nodal Officers designated at Block (BDO) and Ward levels (not below Junior Engineer) within 30 days for implementation, monitoring and reporting. Monthly reporting with geo-tagged evidence mandated; registration of Bulk Waste Generators on CPCB portal and enforcement of Extended Bulk Waste Generator Responsibility provisions. Department of Housing & Urban Affairs and Panchayat & Rural Development to prepare and implement action plans and undertake IEC outreach; Department of Education to integrate SWM in curricula and promote awareness; Assam Pollution Control Board to support monitoring, compliance, translation of rules and enforcement, including environmental compensation mechanisms. Online grievance redressal systems to be established; digital, real-time monitoring and integration with centralized CPCB portal mandated. Three-tier enforcement framework including fines, prosecution and accountability of officials prescribed. All concerned Departments shall take necessary action, in consultation with stakeholders and competent authorities, to ensure alignment with the directions of the Hon’ble Supreme Court within a period of three months or at the earliest possible time; interim measures to be undertaken immediately under the supervision of the State Level Committee. I call upon all citizens to actively participate in Earth Hour 2026, to be observed on Saturday, 28th March 2026, from 8:30 PM to 9:30 PM, by voluntarily switching off non-essential lights as a mark of commitment to energy conservation, climate action and environmental sustainability. All Departments, District Administrations, Public Sector Undertakings (PSUs), and other institutions have been requested to ensure due observance of the initiative by switching off non-essential lighting in offices and establishments under their jurisdiction, and to undertake appropriate awareness measures to encourage wider public participation, in alignment with the global movement led by the World Wide Fund for Nature (WWF). Departments are also encouraged to disseminate public appeals, video messages and official communications, and to leverage digital outreach to promote the observance of Earth Hour across the State. Citizens, educational institutions, commercial establishments and civil society organisations are encouraged to join this collective endeavour towards promoting environmental sustainability, reducing carbon footprint and fostering responsible living. In the State of Assam, the availability of Petrol and Diesel is quite surplus: Out of total petrol and diesel produced in four refineries in Assam, the state consumes only 27%. In other words, there is a surplus of 73%. Please check the following facts: 1. Average monthly production in 4 refineries (including NRL) : Petrol (MS) = 168 thousand metric tonnes Diesel (HSD) = 403 thousand metric tonnes 2. Average monthly consumption in Assam : Petrol (MS) = 63 thousand metric tonnes Diesel (HSD) = 92 thousand metric tonnes 3. Monthly average surplus : Petrol (MS) = 105 thousand metric tonnes Diesel (HSD) = 311 thousand metric tonnes Don’t resort to panic buying. There is no shortage of diesel and petrol in the market. This has also been clarified by the spokesperson of the Ministry of Petroleum and Natural Gas in a media interaction yesterday. x.com/ani/status/203… In Assam, the situation is even more comfortable, as the combined production from all four refineries in the State (Numaligarh, Noonmati, Digboi and Bongaigaon) significantly exceeds local demand. There are no anticipated bottlenecks in the supply chain, including the movement of fuel from refineries to retail outlets. Consumers are requested to refrain from panic buying, as it can create artificial and temporary shortages at certain outlets due to demand exceeding usual requirements, leading to a cascading effect on the supply chain. A joint team of senior officers from the Food & Civil Supplies Department, IOCL (State Level Coordinator), and DC Metro will brief the media today at 3 PM at the DC Office (Metro) to provide further details. Over the past two days, we have seen lines outside retail outlets and petrol pumps in many areas, and panic buying has also been observed. We have sufficient petrol and diesel available. There is no shortage at any petrol pump. The terminals supplying petrol pumps also have sufficient quantities. Therefore, do not believe rumours and avoid panic buying.
