Mao’s Letter to Museveneni is a move of Desperacy: DP is Not for Sale Response to Hon. Norbert Mao’s Letter to H.E. President Museveni 22nd- May -2026 Fellow Democrats, members of the Democratic Party, and all Ugandans who value genuine opposition and party independence: Here is our response to the letter Hon. Norbert Mao, wrote to President Museveni seeking support for the position of Speaker of the 12th Parliament. Here it is, plain and clear. This letter is not a simple and straightforward call for dialogue. It is a unilateral plea for personal political accommodation that bypasses the Democratic Party’s structures, members, and mandate. As DP Spokesperson for Lubaga North and a committed member of Democratic Party who have DP at Heart, I state categorically: Hon. Mao has no authority from the party to offer DP’s support, invoke party to party cooperation in this manner, or position himself as a bridge for absorption into NRM processes. The Democratic Party is not a subsidiary of NRM. The so called Spirit of 1986 and NRM DP Cooperation Agreement have been exploited for individual gain, not for strengthening our party or advancing multiparty democracy. DP at Heart has made this position clear time and again: the pact is dead as far as binding the party is concerned. Our independence is non negotiable. We will not be drawn into internal NRM caucuses or allow our party to be used as a vehicle for one man’s ambitions. Hon. Mao speaks of evolving cooperation into alliance, coalition, or merger. But where is the consultation? Where is the respect for DP’s history, its founders like the late Paul Kawanga Ssemogerere, and its members who have sacrificed for a true opposition voice? Instead, we see a pattern: sidelining party organs, pursuing cabinet positions, and now chasing the Speakership without the party’s endorsement. This is why many genuine Democrats, including myself, have called for accountability and leadership renewal. The ultimate power lies with MPs, yes but true leadership requires integrity, consultation, and putting the party first. DP members deserve a leader who rebuilds the party, not one who treats it as personal property to trade. We reject this approach. It undermines the very foundations of our party and the opposition cause. We call on all DP members, delegates, and well wishers to remain vigilant. The Democratic Party belongs to its members not to any individual. We shall Reclaim, Rebuild, and Restore DP to its rightful place as a strong, independent voice for God and My Country. Let constructive dialogue begin within the Democratic Party first. Yours in the struggle for a genuine multiparty democracy. Many people have been inquiring about the content of the letter I wrote and sent to President @KagutaMuseveni. Here it is. It is simple and straightforward. The letter calls for constructive dialogue. Its basic premise is the guidance given by the President in Kyankwanzi that the ultimate power to DECIDE who becomes Speaker lies with the MPs the majority of whom belong to NRM. The Central Executive Committee however has the duty to RECOMMEND candidates to the Caucus. Therefore the decision of the NRM Parliamentary Caucus will determine who becomes Speaker. Therefore the vote by the whole Parliament will only seal the Decision of the Caucus. That is why a well guided process of the Caucus is pivotal. My letter asks that I be one of those whose names should be forwarded by CEC for consideration by the Caucus.. The basis of the letter is the Cooperation between @NRMOnline and @DPSecretariat1 which the President referred to in the first five minutes of his Inaugural Address, and what I call the Spirit of 1986 under which NRM and DP worked together to rebuild Uganda. The English say “it takes two to tango.” My mother’s people say “engalo ibiri nokunaabisana.” Unfortunately the Spirit of 1986 did not evolve. It failed to break the political mold that ushered in our chaotic post independence politics. We have an opportunity to break the mold that scatters our energies. A dynamic cooperation can evolve into an alliance, a coalition and eventually a merger. Even the NRM was cast out of Yoweri Museveni’s Popular Resistance Army and Yusuf Lule’s Uganda Freedom Fighters. As Uganda moves forward we must overcome the political timidity that has kept us in molds that undermine progress. Some of us are determined to defy conventions and work for a new political template.

Brother @AidenKalisa, I have read your long post supporting Hon. @norbertmao for Speaker and as a true Democrat, it’s true that your entitled to your own opinion but I cannot keep quiet but allow me try to remove the blindfold from your eyes. We joinedDP for justice, democracy and fairness not to worship individuals. Allow me respond with facts, not emotions. You said since 2022 Mao has “delivered tangible results with integrity, vision, and unwavering commitment to justice.” Where exactly? Access to justice and tackling inequalities: The case backlog in courts is still rising. Land cases which destroy poor families, widows and peasants continue piling up for years. The rich and powerful still buy faster justice while the ordinary mwanainchi waits forever. If this is “tackling inequalities,” then nothing has changed for the poor. ADR and faster courts: He talks about it a lot, but the overall disposal rate has not matched the new cases coming in. Justice delayed is still justice denied for most Ugandans. On the claim that he will bring “independent, principled leadership”: Hon. Mao has actually stifled dissenting voices inside DP. At the Mbarara National Delegates Conference, we saw voice rigging, manipulation and chaotic scenes. Credible reports of ballot stuffing to force his re election as Party President. That is not the democracy DP was built on and neither is the practice and kind of leader we would forward to Ugandans moreover coming from Democratic Party. Even worse the stealing of the Laroo Pece MP ticket from Simon Opoka. He was imposed as the candidate despite resistance from party structures. Now the election itself is in court in Gulu over voter bribery and irregularities. The same man preaching constitutionalism and fighting corruption cannot even run a clean party primary? A Speaker needs moral authority, not court cases hanging over him and a party in open revolt. DP members are watching. We still believe in the original DP justice for all, internal democracy, and people before positions. This is not personal hate; it is about saving our party from becoming a personal vehicle. We cannot support Hon. Mao for Speaker until he fixes the mess in JLOS and the mess he created in DP. Results matter. Experience counts. But integrity and internal democracy are non negotiable. PRESS STATEMENT ON THE EXPIRY OF THE SO CALLED DP NRM COOPERATION AGREEMENT 11th May 2026 Fellow Ugandans, @KagutaMuseveni , President of the Republic of Uganda and Chairman of the @NRMOnline, Today, 11th May 2026, marks the official expiry of the 42 clause agreement you signed with Hon. @norbertmao on 20th July 2022 at State House Entebbe. That pact, which was never subjected to any DP organ, never ratified by the National Executive Committee, never presented to the National Council, and never endorsed by the delegates of the Democratic Party, has run its course. As a son of the Democratic Party and a leader in the same, I wish to state clearly and without ambiguity that the agreement is dead. It can no longer be invoked to justify any action, attendance at NRM retreats, or claim of “cooperation” on behalf of the @DPSecretariat1. Members of DP have consistently maintained that this was a personal arrangement between two individuals, not a party to party pact. The Democratic Party is not, and has never been, for sale. To the Hon. Norbert Mao, The time for pretence is over. The agreement you signed without consulting the party structures you swore to serve has expired. The promises you made to our members including ministerial positions, committee chairs, jobs, power, and genuine political dialogue remain largely unfulfilled. Instead, we have witnessed silence in the face of draconian laws, complicity in the erosion of our civil liberties, and the shameful spectacle of a DP leader first not contesting for presidency, stealing an MP ticket, contesting for speakership which ultimately led you to attending NRM retreats under the guise of a now expired document. You cannot continue to eat from both sides of the table. If your heart now lies with the NRM “eating club,” as you yourself have been seen to do, then have the courage and integrity to resign from the leadership of the Democratic Party and formally cross the floor. The DP belongs to its members, not to any one individual. The era of using the oldest opposition party in Uganda as a stepping stone for selfish and personal political survival is finished. To my Brothers and Sisters in the Democratic Party who still have DP at Heart, This is our moment. The expiry of this illegitimate agreement is not a defeat it is a liberation. For the past four years, many of us have cried, fought in courts, held vigils, and mobilised across the country to reclaim the party under many banners like DP Great again and now #DPatHeart - Reclaim, Rebuild, Restore. We are the true heirs of the Democratic Party that fought for independence in 1962, that stood for social justice, rule of law, and the dignity of every Ugandan. We are the Abarusuura of DP the warriors who will never surrender this party to opportunists. Let us now intensify our nationwide consultations. Let us rebuild our structures from the villages upwards. Let us prepare for a genuine Delegates Conference that reflects the will of the members, not the dictates of one man. The Democratic Party is not dead it is awakening. And we, the members and leaders, the grassroots, the real DP at Heart, are its heartbeat. To the People of Uganda, The Democratic Party especially those that have true ideals of DP and those that have it at Heart remains your reliable alternative. We are not in politics to share power with the ruling party at the expense of our principles. We are in politics to offer Ugandans a genuine choice a party that fights for social justice, fights against corruption, fights for the rule of law, and fights to restore the dignity of our nation. Whether you are in Kampala, Gulu, Mbarara, Mbale, or the remotest village, know this: DP is committed to sanity, to accountability, and to putting Uganda first. We shall continue to speak truth to power, even when it is uncomfortable.
