第8回となる「中東情勢に関する関係閣僚会議」を開催しました。 国内対策として、ガソリン、軽油、重油、灯油などの補助を継続しており、今週のガソリン価格も、Ｇ7各国の中で最も安い水準である全国平均で170円に抑制しています。 原油やナフサ由来の化学製品を含む石油製品は、代替調達の取組の進展により、「年を越えて」供給継続が可能ですが、流通過程において、物資の目詰まりが発生しています。 これまでの事例を見ると、目詰まりには、大きく3つの類型があることがわかります。 ①川上の石油化学メーカーが、翌月の原料供給量を未定と伝えた結果、川中の商社やシンナーメーカーが自発的に供給量を絞ったケース ②一度シンナーの供給制約を通知した後に、供給量が回復したにもかかわらず、それを供給先にタイムリーに伝えなかったケース ③大規模修繕工事の一部を受託した塗装事業者が、シンナー不足の不安から、通常小分けに発注していたものを一括発注し、川上の出荷に影響を与えてしまったケース これらに対し、政府から個別企業にアプローチし、正確な情報をお伝えし、状況をご理解いただくことで、解決に繋がってきています。 「前年同月同量」を基本とした物資の供給や調達を呼びかけていますが、引き続き、迅速な実態把握と、正確な情報発信に取り組むよう、関係大臣に指示しました。 また、大型連休中に、副大臣・政務官が事業者の皆様に直接お目にかかる中で、小規模事業者の方々から、切実な声を多数頂きました。 こうしたお声を受け、「取引先との交渉力が強くない小規模事業者の方々が多く、目詰まりが頻繁に発生していると考えられる業種」における物資の供給実態の把握と目詰まり解消に、重点的に取り組んでいます。 「建設・住宅資材」については、一人親方や工務店を含む川下の事業者の皆様が感じておられる目詰まりについて、業界団体と連携して、情報収集・共有を強化し、その解消を進めており、「数量制限付ではあるものの、シンナーを入手できた」など、改善の兆しの声を頂いているところです。 特に情報の届きにくい一人親方に対しては、全国建設労働組合総連合の地方組織と地方整備局・経産局が連携し、地方ごとにプッシュ型で調達・供給状況を把握する仕組みを構築し、対策を強化しています。 「潤滑油・アドブルー」については、地方運輸局から事業者や事業者団体に対するヒアリングなどプッシュ型の働きかけを強化し、地方経産局とも連携し、目詰まりの解消を加速します。 「パン・菓子等販売店」については、地方農政局が、パン・菓子等販売店から聞き取った情報を基に、地方経産局と連携して包装資材の流通の目詰まり箇所を特定し、解消していきます。 関係大臣に対しては、こうした地方機関の連携を通じた、川中から川下の流通過程の実態把握と目詰まり解消に全力で取り組むよう、指示しました。 「工務店」、「自動車整備工場」、「パン・菓子等販売店」について、早急に目詰まり解消の目途を付けた上で、順次、重点的取組の対象を拡大してまいります。 また、国民の皆様の命に直結する医療分野においても、新たに、「錠剤包装シート」、「歯科用器械製造に用いる潤滑油」の流通の目詰まりを解消しました。 国が備蓄している「医療用手袋」については、5月18日から受付を開始し、5月23日から、順次、配送を開始します。
