Its a great tactic. In Malaysia, Mahatir had the same concept. To start development from the worst place of the city. Raja bazar was literally the most dirty, rushy and messy area of Rawalpindi. They replaced these YEARS old trees outside Lahore Railway Station with these fuckass palm trees. A city with the highest pollution index, smog and insane heat. Hell won't be hot enough for noonis, their supporters and those who imposed them on us.
