There is a very strong case for taxes on fuels - whether petrol or gas and electricity - varying inversely with the global price. Well done to @EdwardJDavey for putting this forward.

I completely understand the Chancellor’s reluctance to diminish her fiscal headroom with universal provision of energy support. She is right to note that Gilt markets would be intolerant of universal provision with large deadweight. But there will (almost certainly) need to be a passporting benefit/criteria which will generate a cliff edge, and potentially damaging impact on work incentives (if an out-of-work benefit is the passport). I wonder whether there are any offsetting policies that are accretive for UK tax revenue, improve the UK’s Balance of Payments, reduce Decommissioning liabilities, generate high paying jobs, and strengthen GBP that could collectively soften the blow?

On Thursday, we'll get new data on the number of young people aged 16-24 who are NEET (not in education, employment or training).
As it stands, there are close to one million NEETs in the the UK, and this number might risw further.
