I’ll go on a whim and say out of the top 6 clubs currently, only Arsenal & United have laid the foundation for dominating the league for the next 2-6 seasons. Chelsea were on their way then fired Tuchel & haven’t looked the same since.

City’s and Liverpool’s most dominant squads have been phased out because of age & Pep + Klopp knew the amount of work required for a rebuild within FFP won’t be a job for a season or 2. Any serious player not seeing it will join some chaotic projects they never predicted.
