Hell yes But why stop at 12? Any rape of a minor should carry the death penalty—full stop. Children can't consent, and the damage done to their body and mind is irreparable. Society has a basic duty to protect the most vulnerable with the strongest possible deterrent and permanent removal of the worst offenders. If we're serious about this, the line should be drawn at 18, with especially savage penalties (and no plea deals) for the youngest victims. Anything less tells predators the risk is manageable.
