Even it were true that the vehicle posed an imminent risk of serious bodily injury (I reject), the use of deadly force must be reasonably necessary.
How does shooting at the driver have a tendency to lower the alleged threat? The car is going to keep moving, per physics.

Initial review of the #IceAgent shooting appears to be justified use of force in self-defense. From the perspective of the officer who shot, the driver posed an immediate risk of serious bodily harm by accelerating the vehicle toward him while in the path of the vehicle.
