There are genuine chemists in jail, I was in there for a week and met a guy who cooked down Raid (yes, roach spray) into a psychedelic strong enough to make guys believe they were fishes and flop around and swim on the floor while crying for their mom, they called it "toon".

You don't in w what you are talking about. True numbers maybe 10% of inmates get narcotics and over 80% of homeless are on drugs.

Fun fact. There are drugs in jail/prison. It's also not a safe place to sleep and that healthcare isn't easy to access and it's very low quality. Your healthcare issues are likely to be ignored or mismanaged until they become emergent or you end up dead.

It costs $70,000 a year to “house” someone in jail. That’s just below the median income in Seattle—and there are drugs in jail. If you proposed giving someone $200 a day these people would flip. But spend that much to punish them: totally fine.
