The President explained that each barangay is encouraged to identify deserving students who are nearing the completion of their studies but may be hindered by financial difficulties.

The scholarship initiative is part of the Socio-Civic Projects Fund, under which every barangay receives a PhP200,000 special support fund, with half allocated to educational assistance and the other half to community development projects.

The project is part of a broader flood control strategy being rolled out across Metro Manila and other regions.

The President also noted that the pipe-laying works are nearly completed and the pumping station set will be constructed later this year. With these in place, PBBM is confident that the residents will see improved drainage capacities especially during the coming rainy season.

Beneficiaries include indigenous people, solo parents, cancer and dialysis patients, farmworkers, persons with disabilities, house helpers, and low-income individuals. The said rice was also sourced directly from Pampanga farmers.
