They will give it back per the agreement if Hamas does their part. Until then, it is under Israeli control and Israel decides who is allowed to enter.

It could be true that it veered off course, or it could be that Zelensky was upping the stakes and trying once again to draw NATO into the war by making it seem the drones was launched from Estonia.
