1) It's almost always olds who are dying in heat waves. @eugyppius1 pointed this out in an article a few years ago about how the same COVID idiots in Germany were proposing moronic ideas to combat heat waves like opening "cold rooms" and pestering old people over the phone about the importance of drinking water (link in reply). 2) Most old-style Euro buildings are heat traps with poor ventilation. This is good during the winter because your flat will be nice and toasty with only minimal heating. This is very bad during a heat wave because your flat turns into an oven shortly after the sun comes up. I have some experience with this because I lived in Budapest during a continent-wide heat wave. My apartment was so well-insulated that I only needed a couple of small, wall-mounted electric heaters to keep the whole thing (fairly large) warm during the winter. During the heat wave, my apartment would heat up so fast that it would wake me up at 6am (my neighbor beating his wife through the thin walls before going to work and her sobbing afterwards didn't help).* I could open the windows/mount a fan, but the problem there is that none of the units in my building had screen windows. I was on the first floor too, which meant opening the window meant letting in bugs. My windows also swung out instead of sliding up, so I couldn't stick a wall AC unit in either. I got used to walking to the Costa Coffee to work because it wasn't so fucking hot I couldn't think. It's worth pointing out that newer buildings in Europe are designed to American standards with better ventilation and AC. My apartment in Tbilisi was a brand-new building (I was actually one of the first tenants) with an open-floor layout and an AC unit. The heating was terrible, but winters in Tbilisi are mild (goes down to about 50 degrees at most) so whatever. Ran into a lot of buildings in the Balkans that also had good ventilation and AC. 3) Environmental restrictions that prevent mass AC adoption. The countries in Europe with the largest number of heat deaths are the ones with the most stringent controls on AC. *Don't feel sorry for her.
