This by no means is an excuse for poor performance, but start by asking what are the goals and objectives of the CPP and have they been achieved while minimizing risk as much as possible. Simply comparing them to some random passive indexes does none of this.

This argument calling for passive investing for our pensions plans is completely asinine. Can you imagine losing 40% of the total value of the CPP on a large market meltdown like 2000 or 2008. Political pundits need to stay in their sandbox on this.

CPP underperforms passive indexing. It should have 5 employees, ideally all on vacation most of the time.
