I was wondering if one of the reasons he was making her chase him around and delay was also because he knew the palace wasn't healthy for her.. but no. He knew she wouldn't take his no for an answer.

I think he said yes because he wanted to give her whatever he could. But later on when he saw how stifling it could be, not just stifling but also fatal, he was turning his back on the whole proposal.
