VAR. This has been a factor. Recent post match comments have highlighted the inconsistencies of decisions on and off field by officials.
FFP. The proposal to stop points deductions for PSR & FFP and only levy financial penalties from now on is another suspect reason. Just in time for the biggest case of all. #city
TV. Those with a bigger share of worldwide TV revenue are apparently allowed to bend or even break rules with impunity, as well as protection from relegation at the expense of "lesser" teams.
