
Central Electricity Regulatory Commission (CERC) Proposes 𝐊𝐞𝐲 𝐀𝐦𝐞𝐧𝐝𝐦𝐞𝐧𝐭𝐬 𝐭𝐨 𝐂𝐨𝐧𝐧𝐞𝐜𝐭𝐢𝐯𝐢𝐭𝐲 & 𝐆𝐍𝐀 𝐑𝐞𝐠𝐮𝐥𝐚𝐭𝐢𝐨𝐧𝐬
The Central Electricity Regulatory Commission (CERC) has released the 𝐃𝐫𝐚𝐟𝐭 𝐅𝐨𝐮𝐫𝐭𝐡 𝐀𝐦𝐞𝐧𝐝𝐦𝐞𝐧𝐭 to the 𝐂𝐨𝐧𝐧𝐞𝐜𝐭𝐢𝐯𝐢𝐭𝐲 𝐚𝐧𝐝 𝐆𝐞𝐧𝐞𝐫𝐚𝐥 𝐍𝐞𝐭𝐰𝐨𝐫𝐤 𝐀𝐜𝐜𝐞𝐬𝐬 (𝐆𝐍𝐀) 𝐭𝐨 𝐭𝐡𝐞 𝐈𝐧𝐭𝐞𝐫-𝐒𝐭𝐚𝐭𝐞 𝐓𝐫𝐚𝐧𝐬𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐒𝐲𝐬𝐭𝐞𝐦 (𝐈𝐒𝐓𝐒) 𝐑𝐞𝐠𝐮𝐥𝐚𝐭𝐢𝐨𝐧𝐬, 2022 — dated 20th May 2026.
𝐊𝐞𝐲 𝐇𝐢𝐠𝐡𝐥𝐢𝐠𝐡𝐭𝐬:
- 𝐍𝐨𝐧-𝐒𝐨𝐥𝐚𝐫 𝐇𝐨𝐮𝐫 𝐀𝐜𝐜𝐞𝐬𝐬 : A new 𝐑𝐞𝐠𝐮𝐥𝐚𝐭𝐢𝐨𝐧 4.7 enables generators — to seek standalone non-solar hour ISTS access, without needing full-day access.
- 𝐖𝐢𝐭𝐡𝐝𝐫𝐚𝐰𝐚𝐥 𝐅𝐥𝐞𝐱𝐢𝐛𝐢𝐥𝐢𝐭𝐲: Entities facing a 2-year+ gap between in-principle and final Connectivity grants can now seek withdrawal of full quantum Connectivity with full BG refunds — reducing risk for project developers.
- 𝐒𝐞𝐜𝐨𝐧𝐝 𝐒𝐨𝐮𝐫𝐜𝐞 𝐂𝐡𝐚𝐧𝐠𝐞 𝐍𝐨𝐰 𝐏𝐞𝐫𝐦𝐢𝐭𝐭𝐞𝐝: A second source change will be allowed (with a fee of ₹50,000/𝐌𝐖).
- 𝐄𝐒𝐒 𝐈𝐧𝐭𝐞𝐠𝐫𝐚𝐭𝐢𝐨𝐧 𝐂𝐥𝐚𝐫𝐢𝐭𝐲: ESS co-located with wind projects gets clearer treatment — including REGS for captive charging and streamlined land/financial closure norms.
- 𝐆𝐍𝐀 𝐓𝐫𝐚𝐧𝐬𝐟𝐞𝐫 𝐏𝐫𝐨𝐯𝐢𝐬𝐢𝐨𝐧𝐬: New 𝐑𝐞𝐠𝐮𝐥𝐚𝐭𝐢𝐨𝐧 23𝐀 allows GNA transfer when an identified load is sold — improving bankability of load-side projects.
- 𝐅𝐚𝐬𝐭𝐞𝐫 𝐁𝐆 𝐑𝐞𝐭𝐮𝐫𝐧𝐬 𝐏𝐨𝐬𝐭-𝐂𝐎𝐃: 𝐂𝐨𝐧𝐧-𝐁𝐆2 and 𝐂𝐨𝐧𝐧-𝐁𝐆3 shall be returned within one week after one year from COD declaration — improving cash flows for IPPs.
