I am pleased to see greater cooperation and stronger ongoing relationship between Ethiopian Federal Police (EFP) and Ethiopian Information Network Security Agency (INSA) because EFP needs the the cybersecurity capabilities of INSA to effectively meet the challenges posed by the ever-evolving nature of cyber criminal threats. Over the past couple of years, Ethiopia has faced frequent and complex cyber threats. Attackers have used enterprise-grade servers, AI-driven automation, and proxy networks to conduct multi-vector attacks (use multiple methods to gain access to an organization’s systems) that are harder to detect and mitigate. It may come as a surprise to many that Ethiopia is Africa's biggest cyber crime target and ranks second globally, according to the Global Threat Index for June 2024, released by Check Point. In March 2025, Check Point reported Ethiopia remains among the most vulnerable countries to malware players. The most common attack methods in Ethiopia include DNS Amplification and UDP floods targeting servers in Ethiopia with excessive traffic. Just in the first six months of 2024, Ethiopia recorded a total of 107 DDoS attacks, primarily targeting the wireless telecommunications sector. In 2022/23, INSA responded to 4422 cyber-attacks and attempted attacks, with 4272 of them being successfully addressed. As Ethiopia’s digital infrastructure grows, it is a sure bet the risk of cyberattacks will also increase exploiting vulnerabilities. Cybercrimes are an emerging threat to Ethiopians as our digital footprint expands in the public and private sectors. Using the Internet, hackers, cyber criminals and terrorists continue to target our economic digital system . Other cybercriminals continue to use the Internet to engage in a variety of crimes including financial/banking/wire fraud, money laundering, counterfeiting, digital piracy, human and drug trafficking, altering data, identity theft, spamming, among others. Ethiopia has great unmet demands for cybersecurity solutions as our country undergoes massive digital transformation. I believe INSA will prove to be a force multiplier for EFP by providing the tools, strategy and capacity to deal with the cybercrimes in all their forms.
