Turns out there's an alternate path for passage in the Senate. There are actually two 'SAVE America' bills. One started in the House, and was sent up to the Senate. By rule, House-originated bills have to go through the Rules Committee in the Senate. And the Rules Committee has done nothing with this one. BUT, the Senate made its own bill and sent it to the House. The House just substituted what it had written in its bill for what the Senate sent over. It was done merely by Amendment. And they sent it back. So, there are two identical bills in the Senate, one originated in the House, and one in the Senate. The difference is that the one which originated in the Senate does NOT have to go to the Rules Committee. It can go straight to the floor for discussion, at the Leader of the Senate's discretion. So, Thune can trigger this all by himself, without any help from McConnell. And he should do this, regardless of whether he has the votes for passage or not. The American people need to know before the midterms who will vote for this and who won't.
