My channel is facing a serious issue at Step 2 of the YouTube Partner Program (YPP) application. It has been over 32 days since my first AdSense link attempt.
Previously, there was an error regarding the AdSense payment information. To fix this, I proactively Closed the linked AdSense account. I have already received an email from Google confirming that the AdSense account has been fully cancelled.
However, even though the old AdSense is closed, the error at Step 2 still persists in YouTube Studio. Worse, the "Proceed to AdSense for YouTube" and "Change associated account" buttons are both locked (greyed out), making it impossible for me to link a new AdSense account.
I tried contacting direct Support Chat, but they couldn't resolve this system-level glitch. My channel meets all monetization requirements (Step 3 is already completed, as shown in the screenshot).
Please help me reset Step 2 so that I can link a new AdSense account.
