Despite several external shocks, intra-African agricultural trade tripled between 2003 and 2023. However, Africa remains heavily dependent on food imports from the rest of the world. Increasing intra-African trade can be a coping strategy for global crises and supply chain disruptions. Rice sits at the heart of Africa’s food security challenge and opportunity. Driven by population growth, rising incomes, and urbanization, demand is projected to surge over the coming decades. Africa already imports around 15 million tons of rice annually, accounting for roughly 40% of continental consumption. By 2033, imports are projected to rise by 56%, positioning Africa as the world’s largest rice-importing region and accounting for 40% of global rice imports. Reversing this trend will require a decisive productivity push: improving water-use efficiency, expanding irrigation, scaling adoption of drought-resistant varieties, and strengthening aggregation, processing, and milling capacity to boost competitiveness and reduce import dependence. Africa still imports a large share of its fertilizers. This high dependence on imports, especially potash, creates vulnerability to supply‑chain disruptions during periods of conflict and amid trade restrictions imposed by key global exporters. Enhancing intra‑African trade could serve as an effective coping strategy to address external shocks and policy uncertainty. Our latest ATOR documents agricultural water management technology cases across Africa. The analysis shows that technology adoption and impact are highly regionalized, with Eastern (47%) and Northern Africa (23%) leading in innovation uptake, while Central Africa (4%) remains underserved. The authors recommend regionally differentiated policies and investments led by RECs such as @SADC_News and @ceeac_eccas, with @AfDB_Group and @IFAD providing concessional finance aligned to regional needs.
