If there is no IMF program then the govt should take the following measures immediately: 1. Give a dollar amnesty to allow Pakistanis to deposit their undocumented dollars in local FC accounts and give them decent interest on those balances. 2. Restructure all foreign debt by going for haircuts and tenor increase. 3. Reduce interest rates drastically (say 15%) as we know inflation has nothing to do with money demand (only demand coming is from the govt). This will in turn reduce govt’s fiscal deficit. 4. If the banks fail to lend at reduced rates, launch a scheme to directly place T bills with public. Let public withdraw deposits and buy T bills. 5. Demonetise, cancel 5000 and 1000 rupee notes. 6. Ban all non essential imports. 7. Take measures to reduce oil and gas imports even if it requires rationing. 8. Use moral suasion to renegotiate energy agreements with local producers for 5 years. No coercion. 9. Tax real estate at market rates. 10. Tax retail/wholesale traders and agriculture chain. 11. Get in to private-public partnerships in loss making SOEs. If not possible then close them and take employees in a pool. 12. Do away with useless ministries and regulatory agencies. Drastically reduce size of govt. Let’s start living within our means. These measures are easily enforceable. @PakPMO
