I’ve never met a government that isn’t apathetic. In the West, things only work through the personal goodwill of the individual you face. Otherwise, the feedback system is broken. Years ago, a Singaporean bureaucrat gave me trouble. I reported it to the minister; the issue was fixed in two days with full admission of fault. This year, an unhelpful Chinese bureaucrat changed her tune when I took her details—her boss called and even walked me to the photocopy shop. When I reported a racist UK immigration officer, however, they did nothing. After all, a black woman cannot be racist. Like it or not, Japan, Korea, China, and similar countries have built far better feedback and accountability systems. Of course in India, there is no feedback, no goodwill. Just bribes.

@_dopeMH Agreed. When some of the fraction of India were busy fighting with the Mughals they were collaborating with powers like the Mughals, the same goes for the British era. Naturally after independence they were naturally well positioned in terms of money,their own network.
