I am explaining the way that it gets used. The comparison with Johnny sins is that Johnny sends does pornography. Using the image of Johnny sins is not just about porn but is generally a joke or as you would put it a dog whistle about sexual behavior.
Similarly jack on top of his content is considered a pretty soy leftist. Many leftists especially older school leftists make the argument about illegal immigration on grounds of all the Delicious food that they bring.
What I'm explaining is that the people who I see actually using the meme are making a reference to this surprisingly common left-wing argument by way of this post.
I hope I've done a decent job explaining the meme.

SOURCE: The San Diego Police Department Northern Division is where the Islamic Center shooting happened and they were 7 officers understaffed today for morning watch. The mother of one of the shooters called PD at 9am to report her son stole her car and the father’s guns and left a note about “shooting up a place.” The CALL HELD for 2 HOURS before an officer went to handle it. The active shooter came out while the unit was speaking with the mom. This whole thing could have been stopped if we had adequate staffing. The City of San Diego has failed us by supporting Defund the Police and not having a balanced budget.

Actually, to an extent, yes. Spending technically went up, but in terms of spending compared to the service they're offering, I'd say it went down.
During the whole defund the police era, there was a wave of resignations and a collapse of recruitment as a result of destroyed morale.
As a result, most officers now have to work overtime given that there is an insane staffing shortage. Overtime is obviously insanely expensive, thus the increased budget.
Also, if you account for inflation and population increase, the budget really hasn't changed.
