Boruto actually lost everything that was given towards him and that includes his parents “DNA”.
Himawari restoring his lost eye wouldn't logically restore his "original eye”.
The Chance of Boruto unlocking the Jougan is slim, but the Jougan would come when boruto needs it most.

It really feels like The Boys finale is only gonna wrap up Butcher and Homelander.
It’s becoming increasingly apparent that The Boys Mexico is gonna continue at least Hughie and Annie’s stories, which is why we haven’t heard a peep about it in so long. It’d spoil the finale
