X tags the account as a "Fan account," meaning unaffiliated with what it claims to represent. The explicit purpose of the sponsorship is to "bring more attention to the meme coin we started here." This is a foreign-based anonymous account, by its own admission, paying a US political content host to drive token attention into the midterm news cycle while framing the arrangement as political messaging. US securities law requires paid token promoters to disclose the compensation, source, and amount. Section 17(b). US election law prohibits foreign nationals from making expenditures in connection with US elections. 52 USC 30121. The promoter said it all themselves.
