Katara's daughter, Kya is the last waterbender originally from the southern water tribe. All the other waterbenders are either from the north or from descendants of the north. Because Kya is a lesbian, there might not be any more waterbenders to originally come from the South Pole by birth.

Her VA replacement is the worst one of the entire series. It's just Brandon Rodgers doing his normal voice with no distinction from his Blitzo voice. I'm pretty sure her pilot VA stills works with Viv so what was the point of replacing her?
