An old, but apt fable: A scorpion wants to cross a river but cannot swim, so it asks a frog to carry it across. The frog hesitates, afraid that the scorpion might sting it, but the scorpion promises not to, pointing out that it would drown if it killed the frog in the middle of the river. The frog considers this argument sensible and agrees to transport the scorpion. Midway across the river, the scorpion stings the frog anyway, dooming them both. The dying frog asks the scorpion why it stung despite knowing the consequence, to which the scorpion replies: "I am sorry, but I couldn't help myself. It's my character." @Wikipedia

In Chapter 10 of my memoir, THE EDUCATION OF A SENATOR: FROM JFK TO TRUMP, I tell about watching President Lyndon B. Johnson disappear into the back room Capitol office of Republican Minority Leader Sen. Everett M. Dirksen while they wrote the Civil Rights Bill of 1968. This taught me a lesson about the “reasoning together,” as LBJ called it, that it usually takes to pass an important law. LBJ had told his vice president, Hubert H. Humphrey, “The bill can’t pass unless you get Ev Dirksen. You and I are going to get Ev. He’s got to look good all the time.” Johnson was not the only president who practiced “reasoning together." On the Nixon staff, I wrote memos for the president’s bipartisan meetings with congressional leaders. Democratic House Speaker Tip O’ Neill called Ronald Reagan the “worst president,” but they worked together. So did Sen. Trent Lott and President Bill Clinton, even while Lott was trying to convict Clinton in an impeachment trial. These lessons served me well as governor when I had to work with a Democratic legislature. In the Senate, it took a while for me to be able to work with President Obama. In his first six years, Obama achieved few bipartisan results. But later we worked together to lower student loan interest rates and on education and medical innovation laws that Obama called “Christmas miracles,” and the Senate Republican Leader Mitch McConnell called them the most important laws of that session of Congress. So there are certain intersections where I wish we had a cop to punish bad drivers. One of those in DC is at 15th and Constitution and cars that use a left turn only lane to cut off drivers patiently waiting and following the law. There’s no rage like road rage!

People are concerned about paying their mortgage or rent, affording groceries and paying for gas, not about putting together a $1.8 billion fund for the President and his allies to pay whomever they wish with no legal precedent or accountability. This is adding to our national debt. If there needs to be a settlement, the administration should bring it to Congress to decide.
