Another Strike on Ust-Luga, Crippling Moscow’s Baltic Export Lifeline Ukraine’s campaign against Russia’s energy exports is now starting to look less like harassment and more like sustained economic pressure. Ukrainian drones struck the Baltic port of Ust-Luga again on 31 March, the fifth attack in 10 days. Industry sources said crude-loading facilities operated by Transneft were struck. The port is not a symbolic target: Ust-Luga exported 32.9 million metric tons of oil products last year and typically handles about 700,000 barrels of crude per day, making it one of the most important nodes in Russia’s seaborne oil trade.
