Secret info about uranium enrichment sites in North Korea revealed by a minister of the left-wing South Korean government allegedly caused frictions with the U.S. and questions about intelligence sharing between the two states.
On March 6th, South Korea’s Unification Minister Chung Dong-young made controversial remarks during a National Assembly Foreign Affairs and Unification Committee session.
He stated that North Korea operates uranium enrichment facilities in Yongbyon, Kusong and Kangson, citing a recent IAEA Board meeting and Director General Rafael Grossi.
However, Grossi did not mention Kusong in his keynote address. The Kusong site had appeared in earlier open-source think tank reports but had never been officially confirmed by South Korean or U.S. intelligence authorities as an active enrichment facility.
The disclosure triggered reported friction with the United States.
According to conservative daily Dong-A Ilbo, U.S. officials expressed strong dissatisfaction through multiple channels, viewing the public naming of the sensitive, unconfirmed Kusong location as a potential leak of shared intelligence.
Washington reportedly conveyed an intent to partially restrict North Korea-related intelligence sharing. It’s is claimed that the restrictions would particularly concern reconnaissance and satellite data on which Seoul heavily depends for monitoring Pyongyang’s clandestine highly enriched uranium program.
This move raised concerns about weakening South Korea’s surveillance posture against the North.
Critics link the incident to broader accumulated discord in the South Korea-U.S. alliance under the current Lee Jae-myung administration, which many describe as more pro-China than its predecessor.
Observers point to perceived hesitancy in fully aligning with U.S. pressure on Beijing, differences over joint military exercises, sanctions enforcement and strategic flexibility regarding regional contingencies.
The administration’s emphasis on “maximum flexibility” in relations with China has fueled suspicions in Washington that Seoul may prioritize economic ties with Beijing over ironclad alliance coordination on North Korea and beyond.
