Trust and Accountability in Public Health Leadership
- Dr. Tony Leachon
In moments of national crisis, the Filipino people look to their leaders for integrity and transparency. Allegations surrounding Department of Health (DOH) Undersecretary Glenn Matthew Baggao have raised troubling questions about conflicts of interest and procurement anomalies that demand sober reflection.
Timeline of Events
• July 2023 – Glenn Baggao was appointed DOH Undersecretary, tasked with overseeing the Health Facilities Enhancement Program (HFEP).
• Late 2023 – Reports surfaced that his brother’s firm, EGB Construction, had secured more than ₱140 million worth of health infrastructure contracts soon after his appointment. Critics pointed to a clear conflict of interest.
• January 2024 – Health workers and advocacy groups filed petitions to Malacañang, urging the revocation of Baggao’s appointment due to risks of corruption and syndicate influence.
• March 2024 – Allegations expanded to include the ₱1.8 billion Mobile Primary Care Facilities (MPCF) program, where Baggao, DOH Secretary Teodoro Herbosa, and other officials were accused of irregularities. Reports claimed that only 25% of the distributed facilities were functional, raising suspicions of waste and mismanagement.
• 2024–2025 – Formal complaints were filed before the Office of the Ombudsman, while the Commission on Audit (COA) was urged to investigate procurement processes. Baggao denied involvement, arguing that procurement had not yet begun during his tenure.
The Broader Context
These allegations strike at the heart of public trust. When billions of pesos in health funds are questioned, and when facilities meant to serve the poor remain idle, the credibility of our institutions suffers. The Filipino people are not ignorant; they see the consequences of mismanagement in overcrowded hospitals, in the lack of accessible primary care, and in the erosion of confidence in government.
A Humble Call
This essay is not written to condemn individuals outright, but to underscore the importance of accountability. President Ferdinand Marcos Jr., the Commission on Audit, and the Ombudsman must act decisively. Investigations must be impartial, transparent, and thorough. Only then can confidence in our health system be restored.
Public service is a sacred trust. In times of crisis, unity alone is not enough. What heals a nation is unity anchored on truth, accountability, and justice.

How Christianity ended slavery:
"Many people fail to realize that virtually every society has had slaves — from the Chinese to the Arabs to the Native Americans.
In fact, there is only one worldview that gave rise to moral opposition to slavery — namely, Christianity.
The first person to offer a moral and logical argument against slavery as an institution was a church father writing in the 4th century: Gregory of Nyssa argued explicitly on the ground that all persons are in the likeness of God — and therefore, he said, no one has a right to buy or sell another person.
In the Middle Ages, Christians made various efforts to limit or outlaw slavery. As early as the 7th century, Saint Bathilde (wife of King Clovis II) became famous for her campaign to stop the slave trade.
St. Anskar tried to halt the Viking slave trade.
Finally, in the 13th century, the great theologian Thomas Aquinas pronounced that slavery is a sin. But by then, it was not even a matter of controversy. It was the settled consensus among Christians that human bondage was wrong.
This history makes it even more surprising that slavery later made a comeback in the United States. American slaveholders were going against centuries of settled conviction that slavery was wrong.
And even then, who rose up to oppose the slaveholders? Who led the movement to abolish slavery? Mostly Christians.
Many abolitionists were inspired by the Second Great Awakening, a series of religious revivals in the 19th century, which emphasized that all humans are created equal in the eyes of God.
For example, the famous revivalist Charles Finney, a Presbyterian minister, condemned slavery from the pulpit, calling it a “great national sin.” He refused to give communion to slaveholders. Finney was the president of Oberlin College, an important stop on the Underground Railroad, a network of secret safe houses for escaped slaves who were fleeing north.
Finally, there was the Civil War. America is the only country on Earth to sacrifice hundreds of thousands of its own citizens in a war to end slavery.
Sociologist Rodney Stark, in For the Glory of God, points out that it was not Enlightenment philosophers who crafted a moral indictment of slavery. It was mostly evangelical Christians, and they were motivated by their firm conviction that all people are made in the image of God."

A former abortionist who quit after looking at a 12-week aborted baby’s body said “the grace of God” changed her heart.
Dr. Beverly McMillan of Mississippi is now a pro-life doctor and Christian.
When she was a young doctor, she described herself as an agnostic and an abortion advocate.
After graduating from medical school, she moved to Mississippi and opened a medical practice, according to the report. It was the 1970s, and abortion on demand had just become legal because of the U.S. Supreme Court ruling Roe v. Wade. When an abortion facility opened in Mississippi, McMillan said she began working there.
She said she made it her goal to become “the world’s best abortionist.”
Then one day, she said she looked closely at the body of a 12-week baby whom she had just aborted, and she began to question what she was doing.
“… I remember very clearly seeing an arm and seeing the deltoid muscle, and it just really struck me that day how beautiful that was,” McMillan remembered. “The thought just flashed through my mind: What are you doing? Here is this beautiful piece of human flesh here, what are you doing?”
She “the grace of God” that changed her heart.
“I had an encounter with Christ in 1976,” McMillan said. “I finally realized that maybe God didn’t want me doing abortions."

As an Iranian watching this rescue mission unfold, I was praying the American pilot would make it out alive, not just for him, but so the Islamic Republic could not use him as a bargaining chip or claim some twisted “victory.”
At the same time, I felt a deep envy.
Your government sent elite special forces, million-dollar aircraft, and moved heaven and earth to bring one American home. No hesitation. No excuses.
In Iran, the regime uses human shields and recruited child soldiers to clear minefields during the Iran-Iraq war. They treat their own people like disposable tools. They are now recruiting child soldiers as we speak.
The Islamic Republic has zero regard for human life. That’s the brutal difference.
One side risks everything to save their own.
The other sacrifices their own to stay in power.
This hits hard when you have lived under both realities.

Well that's just silly, neither one of them offends us.
As long as the man on the right:
> doesn't demand the rest of us pretend to believe that he's an actual woman
> doesn't police our speech
> stays out of women's bathrooms & change rooms
> Competes athletically in the male division
> isn't placed in women's prisons should he be incarcerated and
> doesn't discuss his sex life or fetishes with children
Then literally nobody gives a shit. He has the right to wear whatever ridiculous outfit he wants, and believe whatever lies about himself that he wants to. But we also have the right to think he's a ridiculous clown, and are under no obligation whatsoever to affirm the lies that he's told himself.
