No, it’s because Azerbaijan is a shi’ah majority country and not Arab. The U.S. bases excuse is a ruse. Moreover, Iran knows that Azerbaijan won’t take hits like the GCC. They will attack Iran and hit them hard. Arabs are paying the price for being nice quite frankly.
