None of that is ‘Ukrainian spelling’. Ukrainian uses a version of the Cyrillic alphabet. What you appear to be concerning yourself with here is how Ukrainian place-names and such are transliterated into the Latin alphabet, and how they are said by English speakers, in the English language. As an English speaker I say ‘Kiev’ because that’s how I’ve always heard, saw, and said it. This needn’t and indeed shouldn’t cause any offense or anything to Ukrainians, that would be silly. I don’t police how foreign-language speakers transliterate and say U.S. place-names, that would be equally silly. This also isn’t some kind of pro-Russia position. I am rooting for Ukraine, they are doing great and I’m glad for it.
