🇧🇬🇺🇦🇪🇺 La Bulgarie a-t-elle élu un nouvel Orbán ? Huit élections en 5 ans, un pays bloqué et un homme qui rafle tout. Le verdict est clair : le parti populiste de Radev, ancien président, remporte la majorité absolue. Résumé complet des élections, du contexte, et de la suite 👇 Bonne ou mauvaise nouvelle ? Pour l’UE et pour l’Ukraine, c’est plutôt une mauvaise nouvelle. Mauvaise nouvelle pour l’Ukraine, car lorsque Radev était président, il s’était expressément opposé à la livraison d’armes à Kyiv. Plus encore, il a utilisé son droit de veto pour bloquer cette aide. Radev est un ancien du parti socialiste BSP, réputé russophile. Il a également affirmé que « la Crimée est russe », ce qui fait clairement tâche pour un dirigeant européen. Mauvaise nouvelle pour l’UE, car Radev pourrait devenir un nouvel obstacle aux décisions adoptées au sein du Conseil européen, notamment en matière de soutien à l’Ukraine. Cela dit, il faut pousser cette analyse plus loin. Je vais donc vous faire un récapitulatif de tous ces scrutins. Accrochez-vous : Les Bulgares votaient hier pour la huitième fois (!!!!) en cinq ans lors d’élections parlementaires. C’est du jamais vu pour un État membre de l’UE. Le pays est littéralement ingouvernable depuis les élections de 2021, qui n’ont permis à aucune majorité claire d’émerger, et les scrutins suivants ont reproduit ce blocage. Tout commence avec l’émergence d’une première figure populiste : Slavi Trifonov et son nouveau parti, ITN, en avril 2021. Son entrée en politique lors des élections d’avril 2021 fragmente le Parlement. Le parti de centre droit GERB de Boiko Borisov, arrivé en tête sans majorité et dominant la vie politique bulgare depuis des années, est alors miné par les scandales de corruption et incapable de former un gouvernement tant il suscite de rejet. Le président ne peut confier la formation d’un gouvernement qu’à trois reprises. Si ces trois tentatives échouent à obtenir une majorité, de nouvelles élections doivent être organisées. De nouvelles élections ont lieu en juillet de la même année, et ITN arrive en tête. Mais cette fois encore, le parti est incapable de former un gouvernement. Pour la troisième fois en un an, des législatives sont organisées en novembre. En novembre 2021, c’est un parti libéral et pro-européen fraîchement créé, le PP de Kiril Petkov, qui arrive en tête de justesse. En décembre, Petkov parvient à former un gouvernement avec plusieurs partis, dont ITN. Mais en juin 2022, ITN se retire du gouvernement en raison de désaccords budgétaires, mais aussi sur la question du veto bulgare concernant l’ouverture des négociations d’adhésion de la Macédoine du Nord à l’UE. Vous l’avez compris : nouvelles élections, prévues pour octobre 2022. Au fil des scrutins, la participation ne cesse de chuter, jusqu’à atteindre seulement 39 % en octobre 2022, le taux le plus faible depuis la fin du régime communiste. GERB arrive une nouvelle fois en tête, mais reste incapable de former un gouvernement. Le président Radev confie alors la tâche à deux autres candidats au poste de premier ministre, mais rien n’y fait : le Parlement reste bloqué. En avril 2023 : rebelote. Peu de choses changent, si ce n’est l’émergence d’un parti d’extrême droite, « Renaissance », qui se hisse à la troisième place. GERB négocie alors avec PP-DB (DB étant un parti centriste pro-européen et anti-corruption, allié à PP) un gouvernement de rotation : neuf mois avec Nikolai Denkov (PP) comme premier ministre, puis neuf mois avec Mariya Gabriel (GERB), ancienne commissaire européenne. Les neuf premiers mois se concrétisent, mais à la suite de désaccords, Gabriel ne devient finalement jamais première ministre. Nouvelles élections. Juin 2024. La participation chute à 34 %. À peine un tiers des Bulgares vote. Malgré cela, l’issue du scrutin change peu et il est, une fois encore, impossible de former un gouvernement. Après trois tentatives, de nouvelles élections sont annoncées pour octobre de la même année. Octobre 2024. 😅 Après des mois de négociations, le cabinet Zhelyazkov (lui-même issu du GERB) finit par se matérialiser. Il s’agit d’une coalition entre GERB, ITN, les socialistes et l’un des deux partis représentant la minorité turque, l’APS. Il annonce finalement sa démission en décembre 2025, après des manifestations massives contre le nouveau budget et des scandales de corruption, notamment autour du leader du GERB, Borisov, mais aussi de Peevski, le leader de DPS, l’autre parti représentant la minorité turque, embourbé dans des scandales de corruption majeurs et présent dans la liste Magnitski des Etats-Unis, sanctionné pour corruption ou violations des droits humains, via gels d’avoirs et interdictions de visa. C’est ainsi que l’on arrive à avril 2026, avec les élections législatives d’hier. Entre-temps, Radev a formé son parti politique, PB, et, bénéficiant d’une image de président relativement intègre et déterminé à lutter contre la corruption, il s’impose comme une figure très populaire. Cela permet au PB de remporter 45 % des voix ainsi qu’une majorité absolue au Parlement. Radev sera donc le prochain premier ministre. Comment analyser cette victoire de Radev ? Les Bulgares ont pour priorités la lutte contre la corruption, la sortie de l’instabilité politique et l’amélioration de leur situation économique. Sur les deux premiers points, ils accordent nettement leur confiance à Radev, qui a su se positionner en dehors des partis traditionnels ou apparus ces cinq dernières années, sans que ces derniers soient en mesure de lutter efficacement contre la corruption ni de rétablir un fonctionnement gouvernemental stable. Radev est peut-être moins europhile que Borissov et le GERB, plus russophile que ces derniers et que d’autres partis, mais il est surtout absent des scandales de corruption, et c’est ce qui compte aujourd’hui pour l’électeur bulgare. De plus, en obtenant une majorité absolue, une chose est claire : il n’y aura plus d’instabilité gouvernementale comme ces cinq dernières années, en tout cas plus sous la même forme. Comment définir Radev, alors ? Un populiste, issu de base du parti socialiste bulgare (de gauche éco, conservateur socialement) notamment sur des questions économiques, porté au pouvoir par une vague de colère contre la classe politique, épuisée par la corruption et l’instabilité. Il sera peut-être un élément perturbateur au Conseil européen, mais à ce stade, il semble privilégier des relations correctes avec Bruxelles. Il s’opposera probablement à l’aide militaire à l’Ukraine fournie par son pays, mais l’essentiel est qu’il ne devrait pas bloquer le soutien européen à Kyiv. Il faut donc analyser sa victoire au-delà du clivage Moscou/Bruxelles, mais aussi du clivage gauche/droite. Elle ne m’enthousiasme pas, mais je tends à penser qu’elle ne changera pas grand-chose à l’échelle globale. J’espère en revanche qu’il obtiendra les résultats attendus par les Bulgares. Enfin, il est regrettable que PP-DB n’ait pas obtenu davantage de sièges, mais son incapacité, volontaire ou non, à contribuer à la stabilité gouvernementale lui a été reprochée, malgré sa popularité lors des manifestations de fin 2025.

@JoshAshwor32068 You’re just restating the doctrine, not addressing the criticism. Saying he willingly sacrificed himself doesn’t explain why a just system requires an innocent to suffer for others’ wrongdoing in the first place. That’s the issue being raised.
