During the administration of President Muhammadu Buhari (2015–2023), significant funds were approved and released for preparatory activities for the national census, leading to a total expenditure of approximately ₦200 billion for preparations by May 2023.
While a total budget approaching ₦800 billion to ₦900 billion was projected for the full 2023 census exercise, the census was postponed before completion.

Key allocations and approvals during the Buhari administration included:
1. October 2020: President Buhari approved ₦10 billion for the Enumeration Area Demarcation (EAD) in 546 local government areas.
2. October 2020 (Further Approval): An additional ₦4.5 billion was approved to be included in the 2021 budget for the completion of the EAD, making it a total of ₦14.5bn approved at that time.
3. 2022 Budget: Approximately ₦177.33 billion was approved for the national population and housing census.
4. March 2023: The Federal Executive Council (FEC) approved ₦2.8 billion for the procurement of software for the census.
5. Cumulative Spent: By May 18, 2023, the National Population Commission (NPC) announced that ₦200 billion had been spent over several years (starting from 2014) on preparatory activities, with the bulk of it used during the Buhari administration, particularly for EAD and procurement of 760,000 Personal Digital Assistants (PDAs). 
However, after all of these “preparatory activities,” the 2023 census was eventually postponed by the Buhari administration to allow the incoming administration to conduct the exercise.
