21 ships crossed the Strait of Hormuz over the weekend and that number used to be 276. The strait is technically open right now but that is not the same thing as free. Every vessel crossing is doing so on Iran's terms, vetted, screened, escorted, and charged. Iran requires a full manifest, crew details, ship ownership records, and direct coordination with the IRGC before any vessel can move. Once approved, the IRGC assigns a route code and sends an armed escort and the ship pays up to $2 million for the privilege. The payment system is informal and applied unevenly. Some ships have paid while other have not. No one knows the exact mechanism or currency being used the inconsistency is the point, Iran decides who passes and who waits. Right now, over 1,000 merchant vessels are still sitting west of the strait, waiting. Outbound ships, those trying to leave the Gulf after unloading are getting through faster than inbound ships trying to deliver new cargo. Operators are escaping before they stop trying to enter. Oil exports through the corridor are down 76% compared to last month. The world normally receives about 20 million barrels a day from this waterway and right now it is getting roughly 5 million. The 7 day rolling average for transits just hit its highest point since the crisis began. Countries like India and Iraq have struck quiet deals with Tehran for exemptions and the ships with no connection to sanctioned nations are starting to move again, slowly. War risk insurance premiums are currently running at more than 16 times normal rates. The economic cost of the disruption exceeds $4 billion per day, oil executives warned that if the mid-April window closes without a resolution, there is no safety net left.
