The DOE says it can draw down the SPR to 70 million barrels (Mb). This comes from the DOE's own documents that proposed leaving 10% in each cavern. Since those 60 caverns have a combined maximum capacity of 713 Mb we can see where the 'about 70" comes from. It's 713 * 10% = 71 But this would be wildly irresponsible. According to the DOE's own reports on the SPR, 130 Mb are in what are called ESR or "single cycle caverns." Use that oil, and you have ruined that cavern for future use. If we presume nobody is that reckless, the current math is 311 (current inventory) minus 130 Mb in the ESR caverns minus the 58 Mb that represents the 10% min in the ESR caverns = 123 Mb of remaining capacity. Unless we're willing to destroy future storage capacity, there's only 123 Mb left. That's about half of what the DOE just came out and said was available. However, why is the U.S. even putting itself into a strategically vulnerable position by selling our SPR oil to the world? Maybe the DOE should talk about that instead of trying to talk down the price of oil by suggesting they're ready to completely abandon common sense and place the nation at risk?
