There are several actual monopolies in the tech world that come to mind. Steam is not one of them. I do not understand why this narrative is being pushed so hard.

But it didn't last long, Steam has mechanisms to make occasional outburts like these irrelevant, so they got mostly positive soon

You can’t use your scale in a way that harms consumers (preventing customers buying at lower prices elsewhere).

So to put it simply, Valve is being accused of having a monopoly because they won't host games that the publisher is trying to list as less or greater prices elsewhere. Those publishers are free to have their own store fronts, free to have sales and shit, free to do their own self-publishing, but if they want to use Steam they're required to abide by steams personal TOS which includes this stipulation.
