Prison gerrymandering systematically takes power from Detroiters and gives it to residents in communities that host prisons. Why should a state house vote in Jackson County count more than a vote in Wayne?

Prison gerrymandering systematically takes power from Detroiters and gives it to residents in communities that host prisons. Why should a state house vote in Jackson County count more than a vote in Wayne?
