This is why Umbridge was such a great character. Authoritarian behind a veneer of โ€œproperโ€. Supporting an intolerable regime for her own gain and a solid criticism of middle class โ€œrespectabilityโ€ politics. I also think the minister for magic refusing to believe Voldemort was back was another genius character. All of it demonstrated the many factors which have to be present to allow a side into authoritarianism. And before someone says anything about โ€œfemininityโ€ Umbridge projected a veneer of sexist stereotypes (pink, cats) precisely to hide her threat. If you look at her actions none of them align with โ€œfemininityโ€ tropes. She used the way people lower their guard around signals of โ€œfemininityโ€ to reduce her perceived โ€œthreat profileโ€ with catastrophic consequences. The reason why I find her character โ€œthe most evilโ€ - when clearly Voldemort is the most evil and Bellatrix the most unhinged - is because of her deliberate *deception*. Her disguise. Her pretence at being something she clearly wasnโ€™t - in order to carry out her agenda. Premeditated, selfish, and cruel for personal gain. Whereas the men supporting Voldemort hid behind a veneer of respectability (Malfoy). Thereโ€™s a lot in it actually about how people with evil agendas can hide in respected institutions and bring them down from within, using whatever weakness and prejudices people already have against them.
