Iran spends around $9 billion officially, maybe $15-20 billion when you count the IRGC and missile programs off the books. Saudi buys the expensive high-end systems. Iran focuses on asymmetric warfare with drones, missiles, and proxy forces that stretch every dollar. One side spends more. The other adapts faster.
