هم‌میهنان عزیزم، برای شما که در پنج دهه‌ی گذشته قربانی بی‌عدالتی، شکنجه و سرکوب جمهوری اسلامی بوده‌اید؛ برای مادران و پدران، دختران و پسران، خواهران و برادران داغدار و دادخواهی که این رژیم ضحاکی هر سال، هر ماه و هر روز بر شمار و رنج‌های شما افزوده است؛ امروز با افتخار، و در راستای تحقق عدالت برای تک‌تک شما، حکم تاسیس «کمیته‌ تدوین مقررات عدالت انتقالی» را صادر کرده‌ام. این کمیته مامور تدوین مقررات یک دادگاه و یک کمیسیون حقیقت‌یاب خواهد بود. اعضای این کمیته، ایرانیانی متخصص و باتجربه از چهار نسل متفاوت هستند: دکتر شیرین عبادی، آقای ایرج مصداقی، دکتر لیلا بهمنی، و دکتر افشین الیان. ریاست این کمیته را خانم عبادی پذیرفته‌اند. همچنین شماری از برجسته‌ترین حقوق‌دانان بین‌المللی به عنوان مشاور این کمیته را یاری خواهند داد. عدالت انتقالی بخش مهمی از برنامه‌ی گذار قانون‌مند ماست. حقیقت روشن خواهد شد. عدالت اجرا خواهد شد. نور بر تاریکی پیروز خواهد شد. پاینده ایران، رضا پهلوی
